Tis Jervis Tetch, aka The Mad Hatter, as seen in Batman: The Animated Series. A little background for you: I am the admin of the Scarecrow and Mad Hatter club know as ~Fear-and-Madness and frankly, I feel sort of bad for Jervis, since the majority of the people joining lately are only Scarecrow fans. Not that I mind; the more the merrier when it comes to making new friends. Still, I feel bad for poor Jervis. Give him some love, please?
